What Is Naqal Kafala — Residency Transfer?

Naqal kafala (نقل كفالة) literally means "transfer of sponsorship." In Kuwait's kafala system, your residence permit (iqama) is tied to a specific sponsor — your employer. Transferring residency means legally moving your iqama from your current sponsor to a new one, so you can work for a different employer while remaining legally resident in Kuwait.

This applies primarily to Article 18 work residency holders (private sector employees). It is handled by the Ministry of Interior (MOI) and may also involve the Ministry of Social Affairs and Labour (MSAL).

ℹ️ This is NOT the same as iqama renewal. Renewal is staying with the same sponsor. Transfer is moving to a new sponsor. Both involve MOI but are separate processes with different fees and documents.

How to Transfer Residency — Step by Step

Get NOC / Release Letter from current employer
Your current employer must provide a No Objection Certificate (NOC) or a release letter on company letterhead, signed and stamped, stating they have no objection to your transfer. This is the most critical document. Without it, the standard transfer cannot proceed.

The new employer (not you) initiates the transfer at MOI. They prepare: their commercial license (valid), their Civil ID, the new employment contract (attested if required), and your documents (passport, current iqama, Civil ID).

New employer submits via MOI eServices
The new employer logs into eres.moi.gov.kw using their Kuwait Mobile ID and submits the residency transfer application under the Corporate Services section. Alternatively, a licensed PRO or typing center can submit on their behalf.

Pay transfer fee
The government transfer fee is approximately KD 20–50 depending on the profession and residency category. Pay via KNET through the MOI portal. The new employer typically covers this cost.

MOI approves — iqama updated
MOI reviews the application. Standard processing time is 5–10 working days. Once approved, your iqama is updated in the MOI system to show the new sponsor. You can check status via eres.moi.gov.kw or the Sahel app.

Update Civil ID and MOH insurance
After MOI approval: update your Civil ID at PACI (the employer name on your Civil ID must reflect the new sponsor), and update your MOH health insurance to the new employer's policy. The new employer handles the KD 100 MOH insurance fee.
🚨 Do not abandon your job or go "absent" (houroob) before completing the transfer. If your employer files an absconding report against you, it triggers a deportation order and entry ban. Always complete the legal transfer process first.
