Essential Rules
📜 Kuwait Essential Road Rules Every Driver Must Know
| Rule | Detail |
| Drive on the right | Kuwait drives on the right side of the road. Overtake on the left only. |
| Seat belt mandatory | Driver and all passengers must wear seat belts at all times. Children under 10 must use appropriate child seats — not the front seat. |
| Zero alcohol tolerance | Legal BAC limit is 0.0%. Kuwait is a dry country. Any alcohol detection while driving means arrest, imprisonment, and deportation for expats. |
| No mobile phone while driving | Using a handheld mobile phone while driving is prohibited. Hands-free devices are permitted. |
| Headlights — when to use | Use headlights from sunset to sunrise and in poor visibility. Motorcyclists must keep headlights on at all times. |
| Overtaking rules | Always overtake on the LEFT side only. Overtaking on the right is illegal. Never overtake on solid white lines. |
| Roundabouts | Traffic in the roundabout has priority over entering traffic. Enter when safe — you must yield. |
| Emergency vehicles | Always give way to emergency vehicles (ambulance, fire, police) with lights or sirens. Pull over to the right and stop. |
| Horn use | Using a horn in residential areas or near hospitals/schools unnecessarily is prohibited. |
| Tinted windows | Tinting is prohibited on the front windscreen and driver's side windows. Rear windows may be tinted within permitted limits. |
| Stopping at STOP signs | You MUST make a complete stop — not a rolling stop — at all STOP signs, even if no traffic is visible. |
| Lane discipline | Use the rightmost lane for normal driving. Middle and left lanes are for overtaking. The leftmost lane is the fastest — don't drive slowly in it. |
| Road accident procedure | In case of accident: stop, do not move vehicles (unless blocking traffic), call 112 (emergency) or 2242-3232 (traffic police). Do not leave the scene. |
| Vehicle documents | Always carry: driving license, vehicle registration (istimara), vehicle insurance (third party minimum), Civil ID. Failure to produce when requested: fine applies. |
Getting Your License
🪪 How to Get a Kuwait Driving License — Expats 2026
📌 Expat requirements (Article 18 private sector employees): Minimum age 18 · Valid Kuwait Civil ID · Residency of 2+ years · University degree (in most cases) · Minimum salary of KD 600/month · Blood group certificate. Citizens of some countries may have additional or different requirements.
1
Confirm Eligibility
Check you meet all requirements: age 18+, valid Civil ID, 2+ years Kuwait residency, university degree (attested), KD 600/month minimum salary. Certain professions may be exempt from the degree requirement.
2
Prepare Documents
Required documents: Civil ID (original + copy) · Passport (original + copy) · University degree (attested from home country, Kuwait embassy, and Ministry of Foreign Affairs — Arabic translation required) · Salary certificate (KD 600+) · Blood group certificate from any hospital · Passport photos · Company letter/authorization.
3
Type Application at Muroor
Visit the General Directorate of Traffic (Muroor) with all original documents and copies. Application is typed/entered into the system. Your company/sponsor must attest the Muroor application form.
4
Medical & Vision Test
Muroor issues an eye test form. Take the vision/medical test at an approved location. Bring the passed eye test back to Muroor the next day with all documents.
5
Enroll in a Driving School
Register at a Kuwait-approved driving school. They provide theory classes and practical driving lessons. Most schools cover the theory test content. Total cost including school fees: approximately KD 150–300.
6
Pass the Theory Test
Take the 20-question computer-based theory test at the GDT centre. You need 18/20 (90%) to pass. Available in Arabic and English. Practice using this page and the official MOI demo test.
7
Pass the Practical Driving Test
After passing theory, take the practical road test. The examiner evaluates starting, stopping, lane changing, parking (parallel and reverse), signalling, observation, and general road behaviour. Practice parallel parking especially — it's commonly tested.
8
Pay Fees & Collect License
After passing both tests, pay the license issuance fee at Muroor. Your Kuwait driving license is issued — valid for 5 years for expats, 15 years for Kuwaiti citizens and GCC nationals. Renew before expiry via Sahel app or Muroor.
💡 Countries whose licenses are directly transferable to Kuwait: Some countries (GCC states, and select others) allow direct license transfer without taking the theory or practical test. Check with the GDT/Muroor for the current list — it changes. UK, USA, Germany, and Australia licenses may qualify for direct transfer.
Road Test
🚗 Kuwait Practical Driving Test — What to Expect
🅿️ Parallel Parking
Most commonly tested skill. Practice left-side parallel parking extensively. The examiner will ask you to park between two reference points. Go slowly and use mirrors.
🔄 Reverse Parking
Reversing into a bay or space is also tested. Use your mirrors, check blind spots, and reverse slowly and smoothly.
🪞 Mirror Checks
Check mirrors before every manoeuvre — moving off, turning, changing lanes, stopping. Examiners watch for this. Make it obvious.
🚦 Traffic Signals
Come to a full stop at red lights and STOP signs. Do not inch forward at red lights. Wait for green, check for cross traffic, then proceed.
↕️ Signal Always
Signal before EVERY turn and lane change — not during. Signal early enough for other drivers to react. Cancel signal after completing the manoeuvre.
❌ Automatic Fail Points
Dangerous actions that cause automatic failure: hitting kerbs or objects, ignoring examiner's instructions, going through a red light, excessive speed, phone use during test.
FAQ
❓ Frequently Asked Questions
How many questions are in the Kuwait driving theory test and what is the pass mark?▼
The Kuwait GDT (General Directorate of Traffic) theory test has 20 multiple-choice questions. You need to answer at least 18 out of 20 correctly (90%) to pass. The test is taken on a computer at the Muroor (GDT) centre and is available in Arabic and English. You have 30 minutes to complete it.
Can I take the Kuwait driving theory test in English?▼
Yes. The Kuwait driving theory test is available in both Arabic and English at the GDT (Muroor) testing centres. Select your preferred language at the start of the computer-based test. You can also practice in English using the official MOI demo test online.
What is the minimum salary required to get a driving license in Kuwait as an expat?▼
The minimum salary requirement for an expat to apply for a Kuwait driving license is generally KD 600 per month. You will need to provide a salary certificate from your employer showing this. Note that this is separate from the KD 800 minimum required to sponsor family dependents under Article 22.
What is the speed limit on Kuwait highways?▼
The maximum speed limit on Kuwait highways and expressways is 120 km/h. Urban roads are typically 60 km/h, residential areas 40 km/h, and school zones 30 km/h. Speed cameras are active throughout Kuwait, and fines start at KD 100 under the 2025 traffic law, increasing significantly for higher speeds.
Can I transfer my foreign driving license to a Kuwait license?▼
Yes — some nationalities can transfer their home country license directly to a Kuwait license without taking the theory or practical test. This applies to GCC nationals and citizens of certain other countries (check with GDT/Muroor for the current list). Most expats from South Asia, Southeast Asia, and Africa must complete the full process including theory and practical tests.
What happens if I fail the Kuwait driving theory test?▼
If you fail the theory test, you can retake it. Review your weak areas — especially traffic signs, speed limits, and Kuwait-specific rules before retaking. Use the official MOI demo test online and practice with the questions on this page. Most driving schools also provide theory revision sessions before the retest.
How long is a Kuwait driving license valid for expats?▼
A Kuwait driving license is valid for 5 years for expatriates and 15 years for Kuwaiti citizens and GCC nationals. You can renew it through the Sahel app, online PACI e-services, or at a Muroor centre. Renew before it expires — driving with an expired license is a traffic violation.
