Kuwait enacted a comprehensive overhaul of its residency framework under Ministerial Resolution No. 2249 of 2025. Key changes that affect every expat:

An Iqama (إقامة) is your Kuwait residency permit — the legal document that grants you the right to live and work in Kuwait. Every expat in Kuwait must have a valid Iqama. It is directly linked to your Kuwait Civil ID card (issued by PACI). Your Civil ID number IS your Iqama number.

💡 Total cost example for a typical Article 18 employee with spouse and 2 children:
KD 20 (employee iqama) + KD 40 (spouse + 1 child × KD 20) + KD 40 (2nd child) + KD 400 (MOH insurance for 4 people × KD 100) = approximately KD 500/year total for the whole family. Employer typically pays the KD 20 employee iqama fee and KD 100 MOH fee.

Check Your Iqama Expiry & Fines
Log into
eres.moi.gov.kw → Individual e-Services → Enter your Civil ID number → Check your residency expiry date and any outstanding fines. You can also check via the
Iqama Check tool on this site. Renewal is usually available
1–3 months before expiry.

Pay MOH Health Insurance
Before iqama renewal, your MOH health insurance must be paid and cover the full period of the new iqama. Go to
insonline.moh.gov.kw → Enter Civil ID → Select Renewal → Pay
KD 100 per person via KNET. The insurance validity must match or exceed the iqama validity period you're applying for.

Pay Any Outstanding Fines
If you have any residency fines, pay them before attempting renewal — the system blocks renewal for uncleared fines. Go to MOI fines portal → Select "Residency" → Enter Civil ID → Pay via KNET. Save the payment receipt.

Select Residency Renewal
From the menu → Click "Family Members" or "My Residency" → Select the person whose iqama you want to renew → Click "Renew" → Verify the Latin name matches your passport exactly — mismatches cause rejection. Add required details and confirm.

Pay Renewal Fee & Get Receipt
Pay the applicable fee (KD 20 for Article 18 employees, KD 20 per family member, etc.) via KNET. Save and print the receipt — this is your proof of renewal until your new Civil ID arrives. Online approvals are usually immediate; exceptions may trigger manual review.

Renew Civil ID at PACI
After your iqama is renewed in the MOI system, you must separately renew your physical Civil ID card through PACI at
paci.gov.kw or the
Sahel app. Pay the Civil ID renewal fee (KD 2 for regular, KD 10–12 for express). Track status or delivery via PACI.

🏢 Iqama Renewal for Company Employees — PRO Process
📌 Most private sector employees (Article 18) have their iqama renewed by the company's PRO (Public Relations Officer) or Mandoub. You typically do not need to do this yourself — your employer handles it. However, knowing the steps helps you track progress and follow up if delayed.

Enter Employee Civil ID
PRO enters your Civil ID number → Clicks "Search" → System pulls up your file → PRO must verify your Latin name matches your passport exactly. Any discrepancy (spelling, middle name, etc.) causes a hold on the system.

Ensure MOH Insurance is Current
The system checks whether your health insurance is valid. If not, the PRO must pay your MOH insurance (KD 100) via the MOH portal first. Insurance must cover the full renewal period.

Pay Renewal Fee
PRO accepts data accuracy → Clicks "Renew" → Pays KD 20 per year via KNET → System updates the residency. A receipt is generated — your employer should provide you a copy.

You Renew Your Civil ID Separately
The company PRO renews your iqama in the MOI system, but you are responsible for renewing your physical Civil ID card at PACI. Go to paci.gov.kw or the Sahel app after your PRO confirms the iqama is renewed.

🚫 Iqama renewal will be rejected if your MOH health insurance has expired or is not paid. The residency validity period cannot exceed your insurance validity period. Always pay insurance before attempting iqama renewal.

🚫 Fines accrue automatically from the day your iqama expires. Do not wait — renew at least 1–2 months before expiry to avoid any fines. The longer you wait after expiry, the higher the fine.

💡 Caught at the airport with overstay: If you attempt to travel with an expired iqama and unpaid fines, Kuwait airports will stop you at immigration, calculate fines on the spot, and you must pay before being allowed to depart. This can be very stressful and expensive. Always clear fines before travelling.

🚨 KD 800 Salary Rule — Strictly Enforced from December 2025
To sponsor a spouse and/or children under Article 22, you must earn a minimum of KD 800/month. This is verified against official payroll and GOSI records. Expats who fall below KD 800 may have their family dependents' iqamas cancelled. Kuwait authorities have launched targeted enforcement campaigns against violators.

💡 Tips & Common Mistakes to Avoid
✅ Start 2–3 months before expiry
The system opens renewal 1–3 months before expiry. Start checking from 3 months out. Gives you time to resolve any issues (name mismatches, fines, insurance gaps) without accumulating fines.
✅ Match your Latin name to passport
The #1 cause of renewal failure. Your name in the MOI system must exactly match your passport's Latin name (spelling, middle names, hyphens). Discrepancies require a visit to PACI to correct before renewal can proceed.
✅ Align insurance and iqama periods
Renew both for the same duration. If you renew iqama for 2 years but insurance for 1 year, your iqama period is limited to 1 year. They must align — doing them together in one session is safest.
❌ Don't confuse iqama renewal with Civil ID
Two separate processes — iqama at MOI, Civil ID card at PACI. Renewing one doesn't automatically renew the other. You must do both.
❌ Don't travel with expired iqama
Kuwait exit immigration checks iqama validity. Expired iqama = held at the airport, fines calculated on the spot, must pay before departure. Very stressful and expensive.
❌ Don't fall below KD 800 (if sponsoring family)
If your salary drops below KD 800, your family's Article 22 iqamas are at risk of cancellation. Notify your company immediately if your salary changes and consult your PRO.

Does my iqama validity depend on my passport validity?▼
Under the new December 2025 law, iqama duration is no longer tied to passport validity — this is a significant change. Previously, if your passport expired in 6 months, your iqama could only be renewed for 6 months. Now, iqama renewal is determined independently. However, a valid passport is still required for many processes, and you should keep your passport valid to avoid complications with travel and other services.
Does my employer have to renew my iqama?▼
For Article 18 (private sector) employees, the employer (through their PRO/mandoub) is the sponsor and responsible for processing the iqama renewal.
