Short answer
Yes โ expats need a minimum salary of KD 600 per month as shown on their work permit to qualify for a private or general driving license in Kuwait. Certain professions (doctors, engineers, teachers, and others) are exempt from this requirement.
The KD 600 Rule
Under Kuwait's driving license rules for expatriates, your work permit must show a salary of at least KD 600 per month to be eligible for a private or general driving license. This isn't about your actual take-home pay โ it's specifically what's officially listed on your work permit. If your permit shows a lower figure even though you actually earn more, your application can be rejected on that basis alone.
Other Requirements Alongside the Salary Rule
- Valid residency for at least 2 continuous years
- University degree (exemptions apply for specific job titles)
- Passing the medical and vision tests
- Passing both the theory and practical driving tests
All conditions generally need to be met together โ meeting the salary requirement alone isn't enough if you're missing the degree or residency duration, unless you fall under an exemption.
Who's Exempt From the Salary Requirement?
Several professions and categories are commonly exempted, including doctors, engineers, teachers, judges, lawyers, university lecturers, journalists, and spouses of Kuwaiti citizens, among others. Exemption categories can be specific and detailed โ check the current list with the General Traffic Department or MOI directly rather than assuming you qualify.

This also affects renewals. Your existing license stays valid until its expiry date (5 years for expats), but at renewal time, or if you change employers, MOI may check your current work permit salary. If it's now below KD 600 and you're not in an exempt category, your renewal or new application could be rejected โ even if your actual pay is higher but your permit hasn't been updated to reflect it.
